Janet Duncan

Janet has advocated for over 200 students with special needs and competently worked with more than 25 school districts in southeastern Massachusetts. Her experience and knowledge of Special Education is comprehensive.

Janet understands the education processes and the legal provisions for Special Education. Consequently, she works effectively and efficiently with school districts and successfully secures the appropriate options and services for the students and families she works with. Core aspects of her style are taking
a collaborative approach with the school districts and teaching students and their parents effective self-advocacy.

As well as working on behalf of students with learning challenges, Janet has extensive experience with students who have emotional, social and behavioral issues that affect their education. She effectively represents students in disciplinary hearings, transition planning, formal mediations and legal filings to the Bureau of Special Education Appeals. Janet has successfully negotiated for many types of educational placements and funding arrangements to support her clients’ needs.

In addition to her private practice, Janet has substantial professional experience with the Massachusetts Department of Children and Families as an Education Coordinator. She is currently a Consultant for the Special Education Surrogate Parent Program, representing students who are in the custody of the state, developing and presenting training programs, and serving as an advisor to Special Education Surrogate Parents.

Janet received her professional training through the Massachusetts Department of Elementary and Secondary Education, the Special Education Surrogate Parent Program, the Federation for Children with Special Needs, Children’s Law Center of Massachusetts, and Wrightslaw. Janet holds a BA from Skidmore College, and has volunteered for many educational and social services organizations.
